`Cline` `v3.81.0` adds `GPT-5.5` support and better OOM diagnostics

GPT-5.5 is now available to OpenAI Codex subscribers inside Cline. The bigger win is stronger memory diagnostics, which should make extension crashes and OOM debugging less painful.
